President Eisenhower, addressing the 18-nation annual meeting of the Colombo Plan Consultative Committee in Seattle on November 10, laid a “five-point programme for progress” for the development of South and South-East Asia. The President said, “the United States recognises the Colombo Plan association as a major instrument for economic advancement of this region. It expects to take advantage of your co-operative activities in shaping its own financing of development programmes in South and South-East Asia.”
