Two Bills to amend Panchayats Act introduced in Assembly

CHENNAI: Local Administration Minister M.K. Stalin on Thursday introduced two Bills in the Assembly for amending the Panchayats Act.

One Bill was for empowering District Collectors to grant licence for installing hoardings in village panchayats, determine advertisement tax, regulate advertisements in village panchayats and fix the fee for all licences required to be obtained under the Act, except in the case of licence for installing hoardings, for which the fee would be fixed by the government.

This Bill, aimed at improving the monitoring and regulation of all hoardings and ensuring effective implementation of licensing of hoardings, replaced an Ordinance promulgated last month.

Another Bill related to making the vice-chairman of the panchayat union council the member of the respective Appointments Committee in the place of the member required to be elected every year by members of the union council.

This was to provide continuity and stability to the Committee and avoid changing the composition every year with a new member.

Commercial Taxes Minister S.N.M. Ubayadullah moved a Bill to replace the Sales Tax (Settlement of Arrears) Ordinance issued last month. The legislation is to give effect to the announcement of the government in the Assembly in April that a more liberalised settlement scheme would be drafted for the arrears that had arisen as a result of demands raised up to March 31, 2002, with a condition that no case was pending before any court regarding collection of tax.
