Countering terror

Even after years of India having become the target of terror, we have not been able to wipe out terrorism from our land. Terrorists have penetrated deep into the country and strike at will. The Prime Minister has mooted a task force to fight terrorism and insurgency and asked it to come out with a road map within 100 days detailing steps to be taken to evolve a networked security architecture. After so many years, do we need another 100 days to evolve the steps to be taken?

This refers to Dr. Singh’s call to the police to win the trust of civil society. The police have a long way to go before achieving the goal if their present functioning is any indication. The common man has lost all hopes of getting justice from them. They seldom register a complaint. Even if they do, they do not act unless the complainant has political backing, money, or the patronage of a caste, religious or professional association. If a person has none of these, he would do well not to approach the police because his ordeal at their hands can be worse than the crime for which he wants action taken.
