Initiating a foreign affairs debate in the Lok Sabha on December 8, Mr. Nehru traced the links between military pacts, military dictatorship and democracy and free nations. Mr. Nehru’s primary purpose was to lead his listeners to draw the inference that everything tended to be viewed in the context of the cold war and the desire to avoid criticism of those who were friends in the cold war. Countries with martial law are brought within the category of free nations if they could declare their identity in the cold war politics. No one had condemned South Africa for its apartheid policy which was entirely against the human rights so unanimously accepted by the United Nations. Military pacts were being maintained more for the sake of prestige than because they contributed to peace or strength.
