Coimbatore: The State Information Commissioner, T.R. Ramasamy, has ordered the Joint Director of Employment and Training, Chennai to provide details of students to whom National Trade Certificate (NTC) by the Director General of Employment and Training (DGET) New Delhi, could not be issued because of non-affiliation of courses conducted by the government Industrial Training Institutes. The Secretary of Coimbatore Consumer Cause (CCC), K. Kathirmathiyon, said that the CCC had received complaints that many students of Government ITIs could not get their NTC even after 12 years of completion of their course due to non-affiliation by the DGET. The consumer body took up the matter with the government and then with the Madras High Court. The High Court directed the Commissioner of Employment and Training, Chennai, to take appropriate action on the complaint. But the reply provided by the Commissioner was vague and evasive. In order to approach the High Court again, the CCC sought details from the Joint Director of Employment and Training, Chennai. The institution-wise, college-wise, year-wise, course-wise information was sought under RTIA on August 15, 2007. Further, it also sought details of courses and students at present studying in government ITI s in the State, for which affiliation was yet to be obtained. Since the Joint Director failed to provide the information, the CCC filed an appeal to the Commissioner of Employment and Training, Chennai. Since no information was provided even after reminder, a second appeal was filed before the Information Commission on April 7, 2008. The State Information Commissioner summoned the Joint Direct of Employment and Training and on enquiry and perusal of records, directed the Public Information Officer (Joint Director) to provide the information to the petitioner in the format requested in the application. The Commission further directed him to provide the information within 15 days from the date of receipt of the order free of cost.
