THIRUVANANTHAPURAM: Chief Minister V.S. Achuthanandan has reiterated the Kerala government’s commitment to the philosophy of total freedom in the use of knowledge tools such as computer software.

Inaugurating the second International Conference on ‘Freedom in computing, development and culture’ here on Tuesday, Mr. Achuthanandan said all computing exercise using public funds in the State would be on Free Software.

He said the very idea of using knowledge tools for profit should be condemned. Proprietary software would lead to dependency and bondage, he added.

He said the International Centre for Free Software being set up by the State government would start functioning in Thiruvananthapuram this month.

This centre, which will receive the guidance the Free Software Society worldwide, would promote research and development in free software tools for the society.

The State was also setting up a Free Software training institution under the Centre for Development of Imaging Technology and the State IT Mission.

The objective of this project was to produce an army of Free Software experts to lead the State’s resistance to proprietary software.

He said technology would become meaningful only when it was of use to the common man.

The State’s IT policy was designed to support initiatives in reducing the knowledge divide in the society and bring all sections now on the sidelines into the mainstream of the society.

Founder of the Free Software Movement Richard Stallman, while delivering the keynote address, said that all knowledge tools, including dictionaries and encyclopaedias, should be available to the people of the world free.

Wikipedia was a big initiative in this direction, but a lot more work needed to be done in several other areas, he said.
