Mr. Lal Bahadur Shastri, Union Minister for Commerce and Industry, said in Ahmedabad on December 15 that the emphasis in the Third Five-Year Plan would have to be on the development of small-scale industries which could create adequate employment potential. Mr. Shastri, who was speaking at the Gujarat University School of Social Sciences, indicated the broad perspective which should form the basis of the Third Five Year Plan in respect of industrial and agricultural Development. The final shape of the Third Five-Year Plan would be known only after the Governments at the Centre and in the States, the Planning commission, and the political parties had formulated their views and worked out the broad outlines, Mr. Shastri said.
