The article “Defensive measures alone won’t suffice” (Dec. 20) has aptly pointed to the most critical flaw in New Delhi’s approach to counter terrorism. There is no question that the state needs to be proactive and visionary in its response to terror. The defensive means and various precautionary steps are indeed necessary but by no means sufficient. In the context of terrorism, the dictum ‘offence is the best form of defence’ should guide the policymakers. Pranav Mahajan, Jammu The task of tackling terrorism should involve a more comprehensive approach. Defensive measures should be complemented by awareness among the people. Safai karmcharis in hospitals, workers at the railway stations and fishermen too should don the hat of dedicated security observers. A limited number of police personnel cannot ensure a terror-proof mechanism unless we channel our efforts and energies away from protest marches and sms campaigns to effectual steps.
