Extension of LRS sought

New applicants for layout regularisation to pay surcharge

HYDERABAD: The GHMC has requested the government to extend the Layout Regularisation Scheme (LRS) for at least a month if not a couple more, in view of requests from citizens.

The scheme was unveiled along with the Building Penalisation Scheme (BPS) on January 1, 2008 and is to originally be closed by December 31. Chief City Planner B. Purushothama Reddy, while confirming that such a proposal was made, has indicated that new applicants will have to pay a surcharge over and above the current penal fee being charged under the regularisation scheme.

“We cannot equate the newcomers with those people who had paid earlier, but the precise surcharge amount will be decided by the government,” he explained. The municipal corporation has been receiving many requests especially from Non-Resident Indians (NRIs) seeking scheme extension.

Processing

Processing of the applications is already under way with as many as 9,000 being cleared and many of these applicants taking the requisite proceedings’ certificates. GHMC alone had received 52,865 applications for LRS (as on December 20) of which the highest are from Serilingampally (North and South) – 9,992, followed by L. B. Nagar and Gaddiannaram circles – 8,057, Alwal – 5,497, Kukatpally – 5,438, Kapra – 5,423, etc. Not a single application was received from old MCH circles of two, three and six while only two were received from Secunderabad circle. Total penal amount collected till date is Rs. 138.5 crore. Along with BPS, which got more than two lakh applications, the GHMC got about Rs. 431 crore. BPS was closed in July 15. Municipal officials feel extending LRS is a win-win situation since it would halt unauthorised constructions as many who purchased illegal plots can get them regularised and apply for building permissions straightaway.

Besides, it would also help in better road, sewerage and water pipelines pattern in the layouts.
