ACB to suggest attaching the properties of Suryanarayana

HYDERABAD: The Anti-Corruption Bureau (ACB) will recommend to the Andhra Pradesh government to attach the properties of Fisheries Department Executive Engineer V. Suryanarayana whom it recently arrested and lodged in jail for amassing wealth.

The ACB has estimated the book value of Suryanarayana’s immovable properties alone at Rs. 3.84 crore, but expects their market value to run into tens of crores, at least Rs. 30 crore. He was found to be owner of a whopping 52 properties.

ACB Director General R.R. Girish Kumar told The Hindu that investigations disclosed Suryanarayana held 60 acres of agricultural land at Rajupalem village near Kakinada and five buildings and thirteen house-sites in Kakinada town.

‘Optimising operations’

The arrest of Suryanarayana was part of the ACB’s efforts to optimise its operations of striking at ‘notoriously corrupt’ staff. In fact, his detention was a rare instance of arrest of an officer found to be in possession of disproportionate assets since the government had prohibited such action by modifying the rules for ACB raids. Mr. Girish Kumar said the ACB had shifted focus from targeting officers at the cutting edge of administration to those holding senior posts such as the Superintending and Executive Engineers, Deputy Collectors and Assistant Commissioners of Police. Like in the case of Suryanarayana, the targeted group was scanned for disproportionate assets. The officers did not collect bribes directly but were aided in the process by subordinate officers.
