University to utilise funds, implement decisions on time

Action against teachers who refuse to evaluate paper

Varsity to stem fund wastage in building projects


THIRUVANANTHAPURAM: The Senate of the University of Kerala at its meeting on Saturday decided to effect administrative reforms to ensure that decisions of various bodies such as the Senate, syndicate and the academic council are implemented on time and that financial aid received from various agencies are utilised in a time-bound manner. This decision was taken on the basis of an adjournment motion tabled by Senate member K. Sasikumar.

Replying to the motion, member of the syndicate A.A. Rasheed said the university was exercising the utmost caution in matters of planning and development. The university was able to submit developmental schemes worth about Rs.200 crore. The varsity could also stem the haemorrhage of funds while executing construction projects. The syndicate was also careful to ensure that there are no encroachments upon university land, he said.

Five adjournment motions were placed before the senate. None seconded three of these. So they were discarded and the rest, taken up for discussion. Eventually the motion brought by Dr. Sasikumar was discussed. Protesting against the discarding of three motions, three members of the senate staged a walkout.

The senate passed a resolution moved by K. Sunikumar seeking to direct statutory officers to implement in a time-bound manner the decisions of the syndicate, senate and the academic council. A resolution seeking the installation of touch-screens at the varsity’s information centres was also passed. In reply to a demand raised by Varghese Perayil that the varsity grant an honorary degree of filmmaker Adoor Gopalakrishnan, Mr. Rasheed said the syndicate would discuss the matter.

In reply to a submission Vice-Chancellor A. Jayakrishnan told the senate that the varsity would write to colleges pointing out that invigilation during examinations and evaluation of answer sheets are part of a teacher’s duty and that no teacher should be allowed to stay away from such duties. Member of the syndicate P. Mohammed Kunhu told the senate that the university was preparing a list of teachers and was initiating action against teachers who did not accept evaluation work and those who did not return marked answer sheets on time. Teachers would be assigned evaluation work keeping in mind their preferences and bottlenecks in the distribution of remuneration for evaluation would be speedily dealt with, he added.

In reply to a submission, Mr. Rasheed said the university had granted permission for the LLB evening course at the Kerala Law Academy Law College after due deliberations and that no complaints have been received about the attendance rates or internal evaluation at the institution. The university would consider amending its statutes in the matter of staff pattern in aided colleges, he said replying to another submission.

Replying to a question, member of the syndicate B. S. Rajeev said the university had spent Rs.1,85,000 for the court case in connection with the appointment of university assistants. The university went ahead with the appointments after getting expert advice that there was no impediment to filling up vacancies in the varsity.
