Mr. Eugene Black, President of the World Bank, has agreed to mediate informally in promoting a financial settlement between Britain and the United Arab Republic, a British Treasury spokesman said in London on December 30. According to usually reliable sources, the main point which Mr. Black would take up was the question whether disputed claims over property in Egypt owned by British citizens should be settled in Egyptian courts or go to neutral arbitration.
