Powers devolved to village and commune panchayats

A FORWARD STEP: Chief Minister V. Vaithilingam and Member of Parliament M. Ramadass jointly handing over a copy of a notification to representatives of commune panchayats in Puducherry on Monday. Public Health Minister A. Namassivayam (right), is in the picture.

PUDUCHERRY: The government on Monday issued an order devolving functions of 22 subjects to the village and commune panchayats.

Chief Minister V. Vaithilingam and Member of Parliament M. Ramadass jointly handed over the order to the representatives of the Village and Commune panchayat association. The order issued by Lieutenant Governor Govind Singh Gurjar said the subjects that were identified by the Committee which looked into the devolution of power have been allocated to the civic bodies.

The subjects that were devolved included social and farm forestry, minor forestry, non conventional energy sources, adult and non formal education, cultural activities, markets and fairs, maintenance of community assets, land improvement and implementation of land reforms, minor irrigation, water management and watershed development, animal husbandry, dairy and poultry, small scale industries, including food processing industries and Khadhi Village and cottage industries.The other subjects included drinking water, roads, rural electrification, poverty alleviation programmes, primary and secondary schools, technical and vocational education, libraries, health and sanitation, including hospitals, primary health centres and dispensaries and welfare of weaker sections.
