The desirability of entrusting the wide power of subordinate legislation to the executive, the remedies that should be available to an individual against the State for the wrongs of the executive, the need for ultimate supervision of administrative agencies and tribunals and the role of the judiciary under the Rule of Law, were among the topics that engaged the attention of four committees of the International Congress or Jurists in New Delhi on January 6. It was agreed that it was not sufficient for the judiciary to compel the executive, but that any citizen who might suffer loss as a result of a wrong executive action should have a remedy enforceable in courts.
