“25 councillors only have disclosed assets”

CHENNAI: Only 25 of the 155 elected councillors in the Chennai Corporation have filed the mandatory disclosure of assets for the years 2007 and 2008, information provided in a Right-to-Information (RTI) petition has found. The Mayor of Chennai, M. Subramanian, is among the defaulters, according to the reply to the petition.

The Madras City Municipal Corporation (Disclosure of Assets) Rules, 1973, mandates that all councillors should disclose the details of their assets by March 31 each year. This information would then be made public and any member of the public is allowed to access these documents.

However, the current petition showed that only 11 councillors from the ruling Dravida Munnetra Kazhagam (DMK), 12 from the Congress and 2 from the Pattali Makkal Katchi (PMK) have disclosed their assets for 2007 and 2008.

No other councillor had filed the disclosures for either year. (This issue had been brought to public notice many times before, and especially in 2001 when the then Corporation Commissioner had asked councillors to file the details immediately. Again, in 2005 a writ petition had been filed in the High Court asking the Deputy Mayor and another councillor to disclose their assets.)

The reply to the petition did not provide what action had been taken against those who had not disclosed their assets. The Public Information Officer (PIO) merely stated that those details along with information for preceding years would also be provided shortly.

Mayor M. Subramaniam said he would ask the Council Secretary to send letters to all defaulters and ensure full disclosure was maintained.
