PANAJI: Raising doubts over the constitutional validity of the move to ban sale of agricultural land to outsiders through a legislation, Leader of the Opposition Manohar Parrikar on Friday said the Bharatiya Janata Party (BJP) does not support a blanket ban, but would support a more practical ceiling or some regulation on such transactions. Mr. Parrikar said the BJP was of the opinion that the Government should curb unregulated sale of land to outsiders, including foreigners, in Goa. This comes in the wake of Chief Minister Digambar Kamat’s statement early last week that the Government could move a legislation in the winter session of the Assembly beginning on Monday to ban sale of agricultural land to outsiders. Mr. Parrikar said that even if the Government enacted a law, BJP’s demand for a special status for Goa would continue as only such a status could prevent the demographic changes and aberrations taking place in the tiny State on account of unprecedented inward migration, besides maintain the identity of the State. The rampant inward migration would eventually lead to electoral aberrations inviting dangerous consequences for the people of the State, Mr. Parrikar said. CandidatesNarendra Sawaikar has been nominated as BJP’s candidate for the South Goa Lok Sabha Constituency. Mr. Parrikar said the party’s leadership had considered his unwillingness to contest the Lok Sabha election. Local election committee had raised a controversy by including Mr. Parrikar’s name along with three others while forwarding its list to Central Election Committee of the BJP. MP Sripad Naik has already been nominated for the North Goa seat by the BJP.
