ARC for appointments by collegium

New Delhi: The second Administrative Reforms Commission (ARC), led by senior Congress leader M. Veerappa Moily, had suggested that the Chief Election Commissioner (CEC) and other members of the Election Commission be appointed by a collegium.

The ARC, in its fourth report on ‘Ethics in Governance,’ said it would be appropriate to have a collegium headed by the Prime Minister to appoint the CEC and the Election Commissioners.

At present, the President appoints the CEC and the Election Commissioners on the advice of the Prime Minister.

The ARC said the collegium should have the Lok Sabha Speaker, the Leader of the Opposition in the Lok Sabha, the Law Minister and the Deputy Chairman of the Rajya Sabha as members. – PTI
