Mr. Chintaman Deshmukh, Chairman of the University Grants Commission, while declaring open the new science block of the Thiagarajar Arts College in Madurai on February 13, said that since it had been clear from the experience in the past that government, due to paucity of funds, had to look to private efforts to start educational institutions, it was the duty of the government to give every possible encouragement to such private efforts.
