BANGALORE: The Comptroller and Auditor-General of India (CAG) has criticised the Karnataka Road Development Corporation Limited’s (KRDCL) implementation of the four-lane project on the Bangalore-Mysore State highway. In its report to the State Government, the CAG observed that the corporation had to spend an additional Rs. 29.81 crore in order to correct the deficiencies in the Detailed Project Report (DPR). It said the DPR had failed to determine, among others, the quantum of road reconstruction, number of cross drainage works to be constructed and adoption of correct nature of sub-soil. The CAG said commercial operation of the Bangalore-Mysore project commenced in 2006 without any arrangements being made for levy and collection of user fee. The amendments to the Karnataka State Highway Act, which enables collection of user fee, is yet to be cleared by the legislature. About Rs.18.30 crore has been forgone, it said. It came down hard on the KNNL implementation of the Upper Tunga irrigation project, which was conceived to irrigate lands in Shimoga, Davangere and Haveri districts. “Even after 17 years of the project inception the objective to irrigate 80,494 hectares was not achieved as water has not been let into the main canal,” it said. Noticing delays in awarding of works and its execution, the CAG said there has been a cost overrun of Rs. 239.16 crore for the delays ranging between 2 and 133 months.
