dated March 7, 1959: Dowry system

Mr. A.K. Sen, Union Law Minister, on March 6 told the Rajya Sabha that the Government proposed to bring in legislation to outlaw the dowry system. Mr. Sen said he was basically in agreement with the principle underlying the Bill. But it had to be considered whether it was possible to bring about the desired result by merely passing a legislation. Already there were laws in some States against the dowry system but he wondered whether the practice had ceased to exist in those States. It was more a social problem. Any law which merely placed a ban on the payment of dowry was not going to help matters, if the social problem was not tackled.
