THIRUVANANTHAPURAM: Revenue from stamp duty and registration fees for the State government increased by 32.51 per cent and 31.42 per cent respectively in 2007-08 in relation to the previous year, according to a report of the Comptroller and Auditor General of India (CAG) tabled in the latest session of the Assembly. Non-judicial stamps fetched Rs.1,607.85 crore in 2007-08, up from 1,213.36 crore in 2006-07. And revenue from registration fees increased to Rs.338.23 crore in 2007-08 from 257.37 crore in the previous year. Land valueThe CAG attributed the steep increase in revenue from these two sources to the escalation in land value during the year, “which was reflected in registration of documents as a result of close vigil and effective monitoring by the government officers.” State exciseRevenue from State excise too registered a significant year-to-year increase of 22.68 per cent. From the level of Rs.953.07 crore in 2006-07, it increased to Rs.1,169.25 crore in 2007-08, the CAG said. This increase was on account of the “restoration of 1,610 toddy shops and enhancement of licence fees pertaining to toddy and foreign liquor and increased collection of excise duty and vending fee of Indian-made foreign liquor due to increase in the sale,” the report said. Income from commercial taxes increased by 9.44 per cent to the level of Rs.9,371.76 crore in 2007-08 from Rs.8,563.31 crore in 2006-07. Revenue from all the State government taxes and revenues, taken together, increased by 14.46 per cent from the level of Rs.11,941.82 crore in 2006-07 to Rs.13,668.95 crore in 2007-08. Non-tax revenues of the State government registered an increase of 27.65 per cent, from the level of Rs.844.51 crore in 2006-07 to Rs.1,078 crore in 2007-08. Introduction of new lotteries resulted in a significant increase of 35.52 per cent in the income from that source of non-tax revenue.
