NEW DELHI: The Planning Commission has in a directive made transparency and accountability a pre condition for sanction of Plan funds of all schemes. The Planning Commission in pursuant to the note from Chief Information Commissioner Wajahat Habibullah issued a circular to all departmental secretaries to maintain all its record duly catalogued and indexed in a manner and form which facilitated the right to information. The circular called for transparency and accountability as prescribed under the Right to Information Act 2005 in all major developmental initiatives finance by plan funds. The objective was to facilitate public participation in the implementation of these schemes. Both Mr. Habibullah and the Planning Commission highlighted the successful adoption of the Act in the implementation of the National rural Employment Guarantee Act (NREGA) and called for speedy replication of the NREGA model, and for bringing all schemes of their respective ministries under the RTI Act as a pre-condition for sanction of funds.
