KATHMANDU: Though the Communist Party of Nepal (UML) has mustered the majority needed to form a government, obstruction of House proceedings by UCPN (Maoists) stalled the process on Monday. Chairman of the Constituent Assembly Subash Nembang met Maoist leader Pushpa Kamal Dahal “Prachanda” to discuss resumption of House proceedings. He later told reporters that Mr. Prachanda wanted understanding among parties to raise the issue of President Ram Baran Yadav’s decision to retain the Army Chief in the House. At a different programme, Mr. Prachanda told reporters that the House could vote on the President’s decision.
