Law reforms panel’s plea

Former Supreme Court Judge V.R. Krishna Iyer writes:

The Law Reforms Commission, established with a broad agenda of reforming existing laws, has finished its work in a short period of 18 months. It has covered many new legislations, all of which are of great public interest. The success of the Commission’s work depends on the public awareness of these new laws. A special web site has been created — www.keralalawcommission.nic.in — and all the 104 Bills are now accessible to anyone. The purpose is that all interested persons must use this opportunity to scrutinise and offer their creative criticism, if any, to the special officer in the Law Department.

The public and the legislators may be aware of the laws even before they are placed before the legislature.

The Chairman of the Commission appeals to every member of the Kerala Legislature and Parliament to study the Bills and offer their critical comments. We make a similar request to all universities and socially sensitive institutions.

The Bar Council of Kerala and of India and the Advocates Association of the High Court and of the State are competent to make useful suggestions. Of course, the perspective of the Commission is set out in Part I of the report, which is on the web site. We request the Law Department to give maximum publicity, though all its agencies, to the work of the Commission so that a democratic backing for the proposed laws may be built up.
