Need to promote universal birth registration

NEW DELHI: Emphasising the need to promote universal birth registration by NGOs and civil society organisations, Deputy Registrar-General of India Bhaskar Mishra on Wednesday said that to reach the goal of 100 per cent registration there was a need to seriously tackle the areas of exclusion and disparity that often leave the poorest and most vulnerable children even more disadvantaged.

Speaking at a national non-government organisations’ consultation here on “Reaching children in difficult circumstances for birth registration”, Mr. Mishra said: “Though the numbers in poor and vulnerable children may be smaller in comparison to the total number of unregistered children, the fact that they are already excluded and marginalised means the lack of a birth certificate puts them at even greater risk of discrimination, violence, abuse and exploitation.”

Describing birth registration as vital for every child, Plan India executive director Bhagyashri Dengle said: “For our efforts to be successful, the support from the government and registration departments is crucial for the sustainable solutions. Current laws and regulations on birth registration need to be reviewed to ensure that birth registration systems are inclusive, and information campaigns on birth registration must be designed to reach marginalised groups.”

More than 30 NGOs from all over the country shared their experiences on the occasion. The objective of the consultation was to share the findings, challenges for registration and certification in Delhi, Andhra Pradesh, Rajasthan, Karnataka and Mumbai.
