Naveen asks secretaries to focus on poverty alleviation

Engineers told to spend at least 10 days on field visits every month to review the progress


BHUBANESWAR: Chief Minister Naveen Patnaik on Saturday directed the Secretaries of different Departments of the State government to prepare a five-year perspective plan for their respective departments to ensure proper implementation of various welfare programmes.

Chairing a meeting of the Secretaries at the State Secretariat here, Mr. Patnaik asked them to give special emphasis to implementation of programmes aimed at eradication of poverty and benefit of the poor and marginalised sections of the society.

The Secretaries and Revenue Divisional Commissioners should lay stress on field visits to assess about the implementation of schemes aimed at fighting poverty, he said.

Mr. Patnaik convened the meeting to give a new impetus to the performance of his government at the beginning of the third term as Chief Minister.

The Chief Minister further directed the Secretaries to prepare the five year perspective plan within 15 days keeping in line with the thrust areas of the government.

The Secretaries should prepare the plan by holding discussions with the Ministers of their Departments concerned, Mr. Patnaik said.

The Chief Minister said that the Secretaries should give work efficiently for the proper implementation of the rice at Rs. 2 per kilo scheme, Mdhubabu Pension Scheme, Gopabandhu Grameen Yojana and other programmes such as Mission Shakti, Employment Mission, Pani Panchayat, electricity, roads and water. With regard to monitoring of the implementation of various programmes, Mr. Patnaik said the monthly, quarterly and annual targets should be fixed for evaluating the progress.

The Chief Secretary, the Development Commissioner and Agriculture Production Commissioner should review the progress in the targets on a monthly basis, Mr. Patnaik said.

The Chief Minister further said that the Director and Chief Engineers of different Departments should spend at least 10 days on field visits every month to review the progress of developmental works. Similarly, the District Collectors should also visit every Block and Tehsil in their respective districts at least once a month, Mr. Patnaik said.

In order to ensure smooth implementation of various plans, Mr. Patnaik said that all Departments of the government, Directorates and Districts should have proper coordination through e-governance.

Each Department should keep its management information system fully operational for this, he added.

Emphasising on the need for a proper grievance redressal mechanism, Mr. Patnaik said starting from State Secretariat to Block level every Saturday should be made the day for hearing people’s grievances.
