Full implications of attempts to mobilise large resources, especially from the rural sector in the context of the proposal for an increase in the rate of savings to 14 per cent by the end of the Third Plan are understood to be engaging the close attention of the planning experts of the Congress High Command. The arguments advanced by leading economists in that connection are now being examined as how to mop up surpluses in the agricultural sector. The agricultural sector accounts for the bulk of the national income, but has to support a large majority of the population. It has, been understood during the discussions in the planning sub-committee that the contributions made from the rural sector for financing the Third Plan should pay the villagers some return in the near future and also strengthen their economy.
