NHRC wants CBI probe

J. Balaji

NEW DELHI: The National Human Rights Commission has suggested that the alleged fake encounter case of Dehra Dun in which a Ghaziabad MBA graduate was killed by the police this past weekend should be probed by the CBI.

It urged the Centre to spare the CBI’s services and convey its concurrence to the Commission within three days.

The Commission, which suo motu took up the issue based on media reports, ordered a CBI investigation considering the gravity of the matter as that agency has the expertise and credentials to investigate such matters. It wanted the CBI to speedily inquire into the matter and submit a report to it within six weeks.

The Commission observed that reports of police brutality, if true, were not only violative of human rights but also an insult to civilised society. “It is imperative that such incidents are independently and impartially probed and delinquent police personnel are brought to book,” it said.

Notice to DGP

The NHRC also issued notice to Uttarakhand’s Director-General of Police seeking a detailed report besides the post-mortem and inquest reports within two weeks.

Lawyers’ demand

Meanwhile, the Lawyers’ Forum for Legal Reforms in a memorandum has asked the NHRC to form a special team to investigate the case and direct the Uttarakhand Government to register a criminal case of murder against guilty cops. They also wanted the State Government to get the opinion of a medical board, consisting of doctors from the All-India Institute of Medical Sciences, New Delhi, on the victim’s post-mortem report.

The Forum also urged the Government to pay a compensation of Rs.1 crore to the family of the deceased.
