NEW DELHI: The Union Health and Family Welfare Ministry has recommended an in-depth review of 20 innovative schemes being implemented by States and Union Territories (UT) under the National Rural Health Mission (NRHM) for scaling up and replication. The term ‘innovative’ has been used flexibly under the Mission and encompasses pilot projects, creative use of public-private partnerships across a range of services, use of cash transfers and demand side financial mechanisms to give better outcomes and also to address equity issues. The NRHM which focuses on decentralised planning, implementation and flexibility to States and the implementation agencies, has resulted in a number of innovations with impressive results, Mission Director Amarjeet Sinha, told The Hindu. “Almost all States have come up with a range of innovations.” The Ministry has already documented 227 innovations brought about by various States and UTs across a range of activities. The documentation has been carried out to provide an assessment of the effectiveness of these schemes and how the benefits are impacting the poor and vulnerable sections, promote cross-learning among States to address challenges in the health sector and enable States to explore the possibility of replicating innovations best suited to their local contexts and needs. The innovations identified for review include Chiranjeevi Yojana (Gujarat), Delivery Huts (Haryana), Rural Emergency Health Transportation Scheme (Andhra Pradesh), Mobile Health Clinic (West Bengal), Mobile Boat Clinic in Riverine Area (Assam), subcontracting out of diagnostic services in rural area, security scavenging and waste management and mechanised laundry service as done by West Bengal, Management of PHCs by NGOs in Arunachal Pradesh, Communitarian private-public partnership for management of health centres (Nagaland), Rapid Diffusion of IUCD Training Programme Using Alternate Training Methodology in 12 States, Fractional Franchising for Injectables through private sector (U.P., Jharkhand and Uttarakhand), Shishu Samrakshak Maah (Chhattisgarh), Dular se Muskan Abhiyan (Bihar), Alternative Health Service Delivery (Punjab), Family Counselling Centres (M.P., Rajasthan, Orissa, Maharashtra, Kerala), Swasthya Panchayat and Jeevan Deep Samiti in (Chhattisgarh), and Tamil Nadu Medical Services Corporation.
