Railways to prepare ‘Vision 2020’ document

NEW DELHI: The Railway Ministry has constituted a 16-member expert committee, under the chairmanship of the secretary-general of the Federation of Indian Chambers of Commerce and Industry, Amit Mitra, to prepare a ‘Vision 2020’ document for the railways.

In her budget proposal, Railway Minister Mamata Banerjee had underlined her keenness to take up economically unviable but socially desirable projects, and announced that an expert committee would develop an innovative funding mechanism through public-private partnership of these projects.

The committee has been assigned the task of developing business models for the Delhi-Mumbai industrial corridor, utilising railway land along the Eastern Dedicated Freight Corridor to establish projects in rolling stock production, developing assembly facilities and coach rehabilitation at Dankuni-Majerhat-Nowpara, private freight terminals, and multi modal logistics parks.

The other terms of reference include ensuring private-public participation in setting up a new coach factory at Kanchrappara, setting up the Halisahar Railway Complex, and developing a 1000-MW power plant at Adra in collaboration with NTPC.

The committee will also prepare the blueprint for developing world class stations and multi-functional complexes, besides reviewing the status of progress of ongoing projects undertaken by the railways.

Other members of the committee include retired IAS officer Debabrata Bandyopadhyay, chairman and founding partner of Tamara Capital Partners Udayan Bose, chairman of Indian Venture Capital Fund and co-founder of NASSCOM Saurabh Srivastava, and chairman of the Railway Board S.S. Khurana.
