VISAKAHAPTNAM: The Human Rights Forum is organising its third State conference in Anantapur on October 2 and 3.
The third conference along with other issues, would concentrate on the need to make a comprehensive legislation to provide succour to the people during a drought as a right. The implementation of the law must be mandatory and it should include all aspects like providing employment to the people, fodder to the cattle, drinking water to all villages, establishing gruel centres wherever necessary, waiving off loans, supplying nutritious food to the children, restoration of all water bodies, purchase of rabi crop , supply of seeds of alternative crops if the rains are delayed, launching criminal proceedings against the hoarders of food grains and spending the penalty collected from them on agriculture, etc., HRF State secretary V.S. Krishna said.
