Sri Hans Raj Bhardwaj, was born on May 17, 1937. He studied M.A. And LLB, at Agra and Punjab Universities, and was a Senior Advocate in the Supreme Court of India. He was also Public Prosecutor for Delhi Administration in the Delhi High Court. Sri Bhardwaj was first elected to the Rajya Sabha in April 1982. He served as Minister of State in the Ministry of Law and Justice from December 31, 1984 to November 1989 and was re-elected to the Rajya Sabha in April 1988. He was then Minister of State (Independent Charge) in the Ministry of Planning and Programme Implementation from June 21, 1991 to July 2, 1992, and Minister of State in the Ministry of Law, Justice and Company Affairs from July 3, 1992 to May 1996. He was again re-elected to the Rajya Sabha in April 1994 and April 2000, and from May 22, 2004 to May 28, 2009 he served as the Union Cabinet Minster of Law and Justice. He is the Governor of Karnataka since 29th June 2009. Sri Bhardwaj is serving as Hon. Chairman for the International Centre for Alternative Dispute Resolution at New Delhi. He is also a member of the Bar Association of India, and a member of the International Law Commission. Sri Bhardwaj has written books titled “Law, Lawyers and Judges”, “Soul of India”, and “Crime, Criminal Justice Rights”. He has widely traveled, and has special interests in Criminal Justice and Legal Aid Programmes.
