CCC flays delay in refund of DVAC trap money

Coimbatore: The Coimbatore Consumer Cause (CCC) has appealed to the State Vigilance Commissioner and the Director of the Vigilance and Anti-Corruption Directorate to take expeditious steps to refund the trap money to the complainants.

In a memorandum, Secretary of CCC, K. Kathirmathiyon, said that in the event of such a delay public would be demoralised and would not be motivated to fight corrupt practices.

Mr. Kathirmathiyon said that of late Vigilance & Anti-Corruption Department was very active and had initiated suo-motu raids on various Government departments.

In respect of trap cases, the complainants had to arrange for their own money for the trap.

Once the case was registered, the trap money was deposited with the court as material evidence. But as on date, even after decades the complainants’ money were not refunded.

The delay in refunding the trap money was actually discouraging complainants to fight corrupt practices.

Even the consolidated details on the total number of cases for which refund is pending and total amount to be refunded to the complainants are not available even with the Vigilance Commission.

When the CCC filed a writ petition for early refund of trap money in 2007 and based on the orders of the High Court, the Vigilance Commission had replied that the Government had already issued orders in GO (3D) No.10, P&AR (N) Dept. dated 27.08.1992 for refund equivalent money of trap money. But if the provision of refund of equivalent money was followed there could not be any complainant waiting for refund of money beyond few months and the consumer forum would not have filed writ petition in this connection.
