CHENNAI: AIADMK general secretary Jayalalithaa on Saturday released documents, which she said, showed that Union Minister A. Raja had acted in a “dubious manner” in the allocation of 2-G Spectrum. In a statement here, she said that she was releasing the documents “since many friends from the media called up to find out whether these documents were really available with me.” She said that she had cited many documents in the “Open Letter to the Prime Minister” on the alleged Rs 1,00,000 crore spectrum scam. “These and much more have been seized by the CBI during its raids. No one has refuted any of these facts,” she said and accused Prime Minister Manmohan Singh of maintaining a monumental silence. One of the documents, she said, was a letter from K S Ramasubban, Secretary, Central Vigilance Commission to Siddhartha Bohura, Secretary, Department of Telecom, intimating the CVC’s displeasure over the reply furnished by the Department to certain specific queries. Another document is the handwritten suggestion of the Union Minister for Law & Justice that the whole issue could be first considered by an empowered group of ministers. Ms. Jayalalithaa also enclosed a letter from Mr. Raja to the Prime Minister that he intended to continue with policy of “first-come-first-served” for the allocation of Spectrum notwithstanding the suggestions of Union Law Minister. Subsequently, the Prime Minister requested Mr Raja to “give urgent consideration to the issues being raised with a view to ensuring fairness and transparency and let me know of the position before you take any further action.” Another letter Ms Jayalalithaa said in her possession was the reply sent by Mr Raja, informing the Prime Minister that he had consulted the External Affairs Minister and the Solicitor General of India. “He dismisses a case filed by the Cellular Operators Association of India as ‘frivolous and vexatious court proceedings’ and informs that he had already decided on how to go about with the allocation of spectrum.” He also indicates that his stand conforms to the position of the TRAI, Ms. Jayalalithaa said.
