HMDA office: joint development likely

HYDERABAD: More than a year after the laying of foundation stone, the Hyderabad Metropolitan Development Authority (HMDA) has decided to go for a joint development of its central office complex estimated to cost anywhere up to Rs.100 crore with private participation.

To spread over 8.5 acres at Hitex, Madhapur, it was proposed as a central point for its functioning including planning, engineering, environment, estates and administration, which is presently spread over different locations.

The then Chief Minister Y.S. Rajasekhara Reddy had laid foundation for it in August 2008.

Facilities

The six-floor complex with a total built-up area of 4.50 lakh sft is to have an auditorium, gym and parking facility apart from integrating the existing lake on the northern side of the site.

Platinum rated Green building concepts of Indian Green Building Council or its equivalent are to be followed so as to have high energy efficiency and environment friendly.

Conceptual plans prepared by Yasher Architects of Israel were approved and a tender was floated for consultancy of architectural services early last year with a time schedule of 18 months.

The reference was that the building be ‘constructed quickly to provide accommodation for all the departments of HMDA and hence the selected consultant is expected to complete his services speedily’.

Financial constraints

However, despite its eagerness to have a central office complex early, financial strain has derailed the plan. Given the present scenario and inability to raise necessary heavy funding, the HMDA is said to be working at the possibilities of having a joint partnership with some private parties to ensure the project is taken up at the earliest. More modalities are yet to emerge on the ways and means to take forward such an initiative.
