THIRUVANANTHAPURAM: The first beneficiary convention under the EMS Housing Scheme in the district was held at Kuttichal panchayat on Thursday. As many as 174 beneficiaries were given building permits for constructing houses under the scheme at the convention. Vellanad block panchayat president O. Sreekumari handed over building permits to the beneficiaries at a convention presided over by Kuttichal panchayat president Paruthipally Chandran. The convention is the second stage in the implementation of the EMS Housing Scheme, where the beneficiaries’ documents are verified and building permits granted for constructing houses. The beneficiary convention will be followed by a panchayat-level inauguration of works under the scheme. The EMS Housing Scheme is a government initiative to provide financial assistance for housing to the landless and homeless BPL families. The housing scheme is being implemented under the EMS Housing Campaign Cell in the district. The scheme is expected to benefit around 50,000 families in the district. As many as 65 grama panchayats as well as two municipalities in Thiruvananthapuram, Varkala and Nedumangadu have received government guarantee for taking bank loans for the housing scheme. “We have formed panchayat-level committees in the district to mobilise people’s support for the scheme. These committees include volunteers, people’s representatives and social workers who are willing to support the scheme through their constructive intervention like providing materials or manpower,’ said district panchayat president Anavoor Nagappan. The people’s committees work in co-ordination with ward-level EMS Housing implementation committees. To streamline the contribution of volunteers from the people’s committee, a people’s convention will be held in each local body. “The people’s convention is the first step in implementing the scheme and is held ahead of the beneficiary convention. We have already held people’s conventions in Vellanad, Malayinkeezh, Kuttichal and Kattakada panchayats,” said EMS Housing Campaign Cell convener Biju V.S.
