Officials preparing budget in violation of model code?

BANGALORE: Former Mayors M. Ramachandrappa and P.R. Ramesh have alleged that the Bruhat Bangalore Mahanagara Palike (BBMP) officials were on Sunday preparing the 2010-2011 budget hurriedly , though the model code of conduct has come into force for the elections scheduled on March 28.

“We received information that preparation of budget was under way, and when we went to the BBMP office, several officials in the Accounts Section were found working despite being a Sunday,” Mr. Ramachandrappa told The Hindu.

When questioned, the officials could not give a satisfactory reply and “we were told to approach BBMP Commissioner Bharat Lal Meena in this regard”, he added.

Though officials claimed that they were undertaking routine work, Mr. Ramachandrappa said that he had information that budget was being prepared with backdates. However, Mr. Meena was not available for comments.

Meanwhile, 53 returning officers would start receiving nomination papers from candidates for 198 wards from 11 a.m. on Monday. The last date for filing nomination papers is March 15, while scrutiny will be held on March 17.

About 66 lakh voters are eligible for voting, and 6,610 polling booths would be established. Nearly 35,000 employees would be deployed for polling duties, a BBMP release on Sunday said.
