State Director of Census Operations writes to advocate
CHENNAI: Caste-wise enumeration will not be taken up in the 2011 census, the Director of Census Operations, Tamil Nadu, has clarified in a letter to an advocate following a Madras High Court order.
K. Balu, president, Advocates Forum for Social Justice, had addressed a request to the Union Home Secretary and the Registrar General and Census Commissioner (RGCC) seeking caste-wise census in 2011. He had also filed a petition in the High Court seeking directions.
Replying to the letter following the First Bench's order in January this year, S. Gopalakrishnan, Director, Census Operations, Tamil Nadu, writing on behalf of the RGCC, stated that it was part of Union policy since 1951 to not enumerate castes other than Scheduled Castes and Scheduled Tribes.
The first phase of Census 2011 enumeration — Houselisting and Housing Census was scheduled to begin on April 1 this year and the forms for this had been printed along with instruction manuals.
The second phase of population enumeration would be taken up in February 2011 and hence enumeration of castes would not be possible in that phase too, Mr. Gopalakrishnan said.
Since the list of Other Backward Classes (OBC) varied from State to State, the State governments had to be consulted and the Ministry had also been requested to furnish a reply on the same within the timeframe specified by the Court, he said.
