dated March 27, 1960: Break with S. Africa

Active consideration was being given in United Nations lobbies to the question of persuading the Security Council to recommend breaking off diplomatic relations by member-States with South Africa. The 29-member Afro-Asian group's letter to the President of the Security Council on the recent events in South Africa which views the “situation with grave potentialities for international friction” was believed to have been drafted with this possibility in mind. The phrase was identical with that used on a previous occasion when sanctions against Franco Spain were considered. In April, 1946, Poland asked the Security Council to declare the existence of the Franco regime a threat to international peace and security and to call on all members of the United Nations to sever diplomatic relations with it.
