HYDERABAD: Telugu Desam (TDP) has alleged that progress of the State has been hampered by poor utilisation of annual plan funds by the Congress government during the last six years. Allocated funds have not been spent completely on any key sector during the period. Addressing at a press conference here on Saturday, TDP MLA Gali Muddukrishnama Naidu observed that it had become a practice with the government to get huge annual plan outlays sanctioned by the Planning Commission and not spending them for reasons better known to it. He pointed out that only Rs. 30,000 crore was spent out of Rs. 43,000 crore outlay two years ago. Though the government was boasting about Rs. 3,300 crore higher allocation for the 2010-11 plan (Rs.36,800 crore) over the previous year, there was no guarantee that the amount would be spent completely, Mr. Naidu said. ‘Poor progress' The failure of the State government to utilise plan funds had resulted in poor progress in irrigation, agriculture, rural development, urban development, health, education, welfare and other sectors, he said, adding that Andhra Pradesh was placed at 15 {+t} {+h} position in the country in human development index and 14 {+t} {+h} position in development of education last year, he said. The State government had failed to utilise funds allocated to various schemes like the Accelerated Irrigation Benefit Fund, Rajiv Krishi Vikas Yojna, Jawaharlal Nehru National Urban Renewal Mission (JNNURM), National Rural Health Mission (NRHM), NREGS and others to name a few, he said. Further, the State government was planning to mobilise Rs. 3,000 crore this year by disposing of lands, he alleged. On the turnout of crowds to Y.S. Jaganmohan Reddy's ‘Odarpu Yatra' he said, half of them were being mobilised from other districts including from Kadapa.
