Caste-based census: caveat filed

NEW DELHI: R. Krishnamoorthy, a Chennai advocate on whose petition the Madras High Court had directed the Centre to conduct a caste-wise census in the country, filed a caveat in the Supreme Court on Thursday to ensure that no ex-parte orders were passed if the Centre appealed against the judgment.
In its May 13 judgment, the High Court directed the Census Commissioner to take steps to conduct a caste-wise enumeration.
“When there cannot be any dispute that there is a manifold increase in the population of the Scheduled Castes and the Scheduled Tribes and Other Backward Classes after 1931, the percentage of reservation fixed on the basis of the population in 1931 has to be proportionately increased,” it said. Apprehending that the Centre might go on appeal, Mr. Krishnamoorthy filed a caveat.
