Planning of the whole capital city will be completed within two years It will enable creation of a digital mapping BHUBANESWAR: Those who think their views were not properly incorporated in Comprehensive Development Plan (CDP) prepared to regulate developments of Capital City still have a chance to make their point. Bhubaneswar Development Authority (BDA) will soon embark upon detail zonal planning, which would prevail over the CDP that recently got approval from the State government. Under the detail zonal planning, surveying teams and experts would analyse plot level ground situations before shaping development plan for the particular zone, said BDA Vice-Chairman Doranjan Kumar Singh here on Friday. He said the CDP had divided the Bhubaneswar zone consisting of Jatni, Khurda and Bhubaneswar Municipal Corporation into 14 zones and each zone would have separate set of plans. Chandrasekharpur, which has seen sharp development in recent times, will be first taken up for zonal planning. IIT, Kharagpur has again evinced interest to carry out the task. However, a final decision to assign the job will be taken by the BDA's board. It has been targeted that zonal planning of individual zone would take at least three to four months time. Planning of the whole capital city region would be completed within the next two years. It is estimated that Rs. 4 crore would be spent for planning. During zonal planning, the team would go into details such as encroachments of government land, traffic congestions and residential needs of the zone. Although detail zonal plan would out-weight the present CDP, the latter would remain a base document. “If people are able to convince the surveying teams about discrepancies existing between CDP and ground situation, the mistake would be rectified in the zonal planning,” the BDA Vice-Chairman said. The zonal planning would enable creation of a digital map showing every plot, lanes, by-lanes and drains of the capital city. Authorities are of the view that it would help them execute different government programmes online. Moreover, police administration would be benefited from the digital mapping. It has been decided that a high power committee under chairmanship of Chief Minister Naveen Patnaik has been constituted to take policy related decisions for smoother implementation of the CDP.
