Yes to giving revised AICTE pay scales, but when?

Limbavali promises gold medals instead of cheques to rank-holders


BANGALORE: Higher Education Minister Arvind Limbavali on Friday told the Legislative Council that he would soon hold a meeting of MLCs elected from teachers' constituencies to decide on the implementation of the revised All India Council for Technical Education (AICTE) pay scales for lecturers of engineering and polytechnic colleges.

Replying to independent member Marithibbe Gowda during question hour, Mr. Limbavali said according to AICTE guidelines, 80 per cent of additional expenditure towards the revised pay scales — from January 1, 2006 to March 31, 2010 — for lecturers in engineering colleges would have to be borne by the Union Government, while the State would chip in with the remaining 20 per cent. The State would have to bear the entire expenditure with respect to revision in pay scales of polytechnic lecturers.

According to estimates, if the pay scales are to be revised, it would mean an additional financial burden of Rs. 523 crore. Hence, the State Government wanted to examine various issues related to the matter, he said. However, bowing to pressure from the Opposition, the Minister said the Government would implement the revised pay scales. But he did not indicate the date from when the salaries would be hiked.

Replying to another question, Mr. Limbavali confirmed that the Bangalore University had issued cheques for Rs. 48 to Rs. 58 to rank-holders at its convocation instead of gold medals. He said it was not possible to buy gold medals from the interest earned on the endowment amount deposited by philanthropists in the wake of steep increase in gold costs, he said.

He agreed to the Opposition's demand for holding an inquiry to find out why cheques for such a meagre amount were issued to rank- holders. He also assured the House that gold medals would be given to rank-holders in future.
