NEW DELHI: The Delhi Commission for Protection of Child Rights has intervened to get nearly 1,100 children admitted to government and public schools under the Right to Education Act, 2009, passed in April this year, according to DCPCR chairman Amod Kanth. Mr. Kanth said many “children from poor, disadvantaged backgrounds have been admitted to private schools as part of their 25 per cent quota for such children”. Since the Act was enforced, he said, the Commission had dealt with around 8,000 cases of children facing denial of admission by schools, corporal punishment, denial of fee waiver and screening process being carried out for admissions. The complaints were received through “courts, authorities, non-government organisations and the media”. The Commission, he said, was taking steps to ensure implementation of the RTE Act that provides for “free, compulsory and quality education” to children between 6 and 14 years of age. At a press conference here, DCPCR member Sarita Sarangi talked about “hidden issues” that need to be dealt with to ensure proper implementation of the Act. “Issues are raised even when the child is in school. Capitation fees, provision of medical facilities, safety of children on roads, physical and mental health issues and psychological emergencies are problems that still need to be addressed,” she said. Mr. Kanth acknowledged the important role played by voluntary groups and organisations in recognising cases where children were being denied their rights under the RTE Act. He suggested that the government associate with more such organisations to effectively implement the Act.
