Nod for dustbin-free garbage collection

VISAKHAPATNAM: The Greater Visakhapatnam Municipal Corporation general body meeting on Saturday with Mayor Pulusu Janardhana Rao in the Chair resolved, in principle, to implement dustbin-free garbage collection in all the 72 wards with the funds provided under the 13 {+t} {+h} Finance Commission. The modalities would be decided at another meeting. Municipal Commissioner V.N. Vishnu assured that no sanitation worker would lose job.

MLC M.V.S. Sarma opposed the proposal saying it was according to World Bank conditions and amounted to double taxation.

The meeting also approved an action plan of Rs.206.07 crore for the works with finance panel funds. The council dropped the contentious issue of taking up packages in day sanitation works over which workers staged a day-long dharna. It would also look into implementation of night packages in view of severe criticism by members.

After heated exchanges over CPI(M)'s land struggles between Congress Deputy Floor Leader K. Hanoku and Mr. Sarma, it was resolved that the Mayor would take a decision after a meeting with floor leaders on Monday approving alienation of 36.07 acres of government banjar land to GITAM University for Distance Education Centre and other courses.

It approved to lease land from the port trust for construction of a sewage treatment plant at Narava at a cost of Rs.3.86 crore which would be paid in four instalments adjustable against the amounts payable to the corporation.

TDP, CPI and CPI(M) that issue of special notices be stopped. The Mayor said those having objections could file for revision and other could pay.

Mr. Sarma said the council had the power to decide the property tax hike quantum and government issuing orders was violating the 73 {+r} {+d} and 74 {+t} {+h} Constitutional amendments devolving powers to local bodies.

Mr. Vishnu said the rate of taxation was decided in 1994 by the council and only the rental values were fixed in 2007 and the Commissioner was authorised to fix average rental value.

The meeting cleared the land allotment proposals for construction of a stadium at Peda Gantyada by HPCL as part of its corporate social responsibility.
