THIRUVANANTHAPURAM: A videoconferencing of district-level General Education Department officials in October will officially launch a school-level data and statistics collection project of the department for implementing education schemes. The project is being undertaken as per a government order dated August 4, 2010, and will include a comprehensive data collection of all recognised schools across the State. It will cover vocational higher secondary schools, technical schools, fisheries schools and teachers' training institutes apart from LP, UP, HS, VHSS and higher secondary schools. The department is implementing the project in association with various agencies including the State Institute of Educational Management and Training (SIEMAT) Kerala, Sarva Shiksha Abhiyan (SSA) and IT@School. Among the parameters assessed under the initiative will be general details of a school, physical and infrastructure facilities, number of teachers and students, availability of learning material, number of students with special needs, facilities for students with special needs, mid-day meal programme, implementation of various schemes, scholarships and grants availed. “This project will help in creating a basic database on the infrastructure and academic aspects of all schools in the State as per a recent directive of the High Court. It will also help the department in the effective implementation of the Right to Education (RTE) Act. For this, details like teacher student ratio, number of protected teachers, retrenched teachers, number of new posts created, number of unfilled posts, new appointments etc will also be collected,” said project consultant and the former State Council for Educational Research and Training (SCERT) official P. Sathyaneshan. The data are to be submitted by the institution heads (principals or head masters) who will be provided training by district-level officials to fill the pro forma. Online This data will be analysed by the SSA, District Institute of Education and Training (DIET) and the AEOs. The verified data will be made available online. “We are planning to complete the data collection process by October-end, following which the data analysing exercise will take place in November. The consolidated data are expected to be published and submitted to the State government by the end of November,'' Mr. Sathyaneshan said. He said the preparation and design of the pro forma had been completed by SIEMAT while IT@School completed the software development for the project. “So far, we have conducted separate school surveys for implementing schemes like the Sarva Shiksha Abhiyan and the Rashtriya Madhyam Shiksha Abhiyan. However, they are restricted to primary or middle school levels. This project will help in the collection of comprehensive and consolidated school-level data that can be used for implementing all school education schemes,” said IT@School executive director K. Anvar Sadath. He added that the school mapping project, for physical mapping and spatial data collection of schools as directed under the RTE Act, was nearing completion.
