CPI (M) demands scrapping of GO 450

VIJAYAWADA: The city unit of the CPI (M) on Monday strongly opposed GO 450 issued by the State government on October 13, and demanded its immediate scrapping. The GO mandates mortgaging of 10 per cent of the built up area for the buildings proposed on a plot area of 100 sq meters.

Addressing a press conference here, CPI (M) leader Ch. Babu Rao described the GO as a shock to the middle class people planning to construct houses. It would open floodgates for “corruption and harassment”, he alleged.

The owners would have to forego the mortgaged portion even if there was any small violation or deviation from the building plan sanctioned. Unless occupancy certificate was issued, underground drainage, water and electricity connections would not be provided, and the Registration Department would not accept registrations as well. Under the garb of rules and regulations, the officials would harass the people. Also, it would pave the way for corruption. Instead, the Government should make the rules flexible and implement them strictly, he felt.

Till now, the Andhra Pradesh Revised Common Building Rules in the State had a set of conditions that included exemption from mortgage clause to plots of certain area and height. As per the Hyderabad Revised Building Rules, residential buildings proposed in plots of up to 300 metres of area and of a height up to 6 metres were exempted from the mortgage clause. The Government has not discussed the earlier experiences on plots of 300 sq.mtr. and above.
