HYDERABAD: The differently-abled in the State will soon get an opportunity to benefit from the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) with guidelines issued last month to provide 150 days of work. The identified differently-abled - those with 40 per cent disability as per the prescribed rules, in the villages can be given works such as raising nurseries, water carrying, vermi-composting, village information wall writing and the likes from among the sanctioned works under the scheme besides being provided with implements and transport costs. Job cards are to be given to them recognising them as family units and ‘srama sahiti' groups are to be formed wherever there are at least two members with a maximum number of 20 persons. Members of these groups can do 70 per cent of the allotted work and obtain 100 per cent wages. If it is not possible to provide work within the same village, the panchayat secretary concerned will forward the applications to the programme officer. He in turn will coordinate with other gram panchayats within the mandal and issue a letter of employment to the applicant. Priority will be given to women so that one-third of the beneficiaries is among them. According to orders issued by the Department of Rural Development, the assistance of non-governmental organisations can be taken for formation of such groups and for district-level meetings where appropriate training is given every two months. The government has indicated that the differently-abled workers have to be chosen within the villages by Nov.10; the ‘srama sahiti' groups are to be formed by Dec.3 and district-level project managers have to be appointed by Nov.15. The target is Nov.14 for issuing job cards for the selected persons.
