Assembly passes seven Bills without debate

Bangalore: Amidst dharna and walkout by the Opposition, the Legislative Assembly on Wednesday passed seven Bills, including the Karnataka State Appropriation Bill, 2011, without debate.

Bill on varsities

The Assembly passed the Karnataka State Universities (Amendment) Bill, 2011, to bring Chickballapur and Ramanagaram districts in the Bangalore University jurisdiction, and also bring Yadgir in the jurisdiction of Gulbarga University.

The Bill also envisaged appointment of an official not below the rank of Group ‘A' officer of the super-time scale or a member of the faculty of any university working as professor for at least five years to be registrar of a university. It also aimed to enhance the retirement age of the Vice-Chancellor from 65 years to 67 years.

Other Bills passed are: the Karnataka Appropriation Bill, 2011; the Karnataka State Public Records Bill, 2010; the Karnataka Labour Welfare Fund (Amendment) Bill, 2010; the Karnataka Cooperative Societies (Amendment) Bill, 2011; the Hampi World Heritage Area Management Authority (Amendment) Bill, 2011; and the Industrial Employment (Standing Orders) (Karnataka Amendment) Bill, 2005, (as passed by both the Houses of the legislature and returned by the President for reconsideration).

Appropriation Bill

The Karnataka State Appropriation Bill was passed to appropriate the second instalment of the Rs. 5,060.41 crore from the Consolidated Fund of the State for an additional expenditure incurred by the Government in 2010–11.
