Panel reviews fiscal position of local bodies

MADURAI: The Fourth State Finance Commission, which met here on Wednesday, reviewed the financial position of local bodies in southern districts and heard the views of elected representatives among others.

Eight Collectors _ Madurai, Kanyakumari, Tirunelveli, Tuticorin, Theni, Sivaganga, Virudhunagar and Ramanathapuram _ and elected representatives from the local bodies participated in the meeting chaired by K. Phanindra Reddy, Chairman of the Commission.

T. Udayachandran Commissioner for Rural Development and Panchayat Raj, Dharmendra Pratap Yadav, Director of Town Panchayats, S. Ramalingam former MLA and non-official member, and Member-Secretary P. Ekambaram participated in the session held at the Collectorate.

The Commission, which was constituted by the Governor on December 1, 2009, has to submit its report by May 31, 2011 covering the period of five years commencing on April 1, 2012. According to a press release, the Commission will review the financial position of local bodies. Considering the financial position of the State Government and its commitments and keeping in mind the local body tax structure in other States, the Commission will make recommendations on the principles governed in its terms of reference.

One of the approaches of the Commission towards the issues posed before it is the hearing of views of the District Collectors and elected heads of local bodies across the State. The second phase of the district sitting of the Commission was conducted, in which chairperson of district panchayat, chairperson of Panchayat Union, president of village panchayat, chair person from town panchayat and municipality for each district and Mayors of Madurai, Tirunelveli and Tuticorin Corporations presented their views, the release added.
